According to all the information obtained by NewsCenter.ro over the past ten days, Eugen Tomac will be the candidate for Prime Minister proposed by President Nicușor Dan this week. The information was also confirmed by sources cited by other publications, some of which even announced that the nomination would be made today, Tuesday, June 2.
Eugen Tomac became President Nicușor Dan’s preferred candidate for Prime Minister because he reportedly enjoys PSD support for appointing technocrats, rather than party members, to several key ministries. Tomac is also said to have secured PSD backing with the help of a circle of associates linked to Mihaela Neagu, the businesswoman often referred to as the “Queen of State Contracts” due to her companies’ access to public funding and government contracts. Mihaela Neagu told us that reports suggesting she played any role in supporting Tomac are “nonsense.”
The possible nomination of Eugen Tomac, currently an adviser at the Presidential Administration, for the position of Prime Minister has allegedly been supported over the past two weeks by Mihaela Neagu as well, according to information obtained by NewsCenter.ro.
The information initially obtained by NewsCenter.ro was later confirmed by two PSD leaders who, speaking on condition of anonymity, told us that Eugen Tomac is the Prime Ministerial candidate supported by PSD.
The Tomac option reportedly became acceptable to PSD after receiving approval from party leaders who are part of Mihaela Neagu’s circle of acquaintances. In an initial brief response to questions on the matter, Mihaela Neagu stated that the entire story was “nonsense” and that she had nothing to do with Tomac’s potential nomination.
Connections between Tomac’s nomination and Mihaela Neagu’s support
One of the names mentioned as a supporter of Eugen Tomac’s nomination is Florin Barbu. The former Minister of Agriculture, who is reportedly seeking a position in the future cabinet, has become politically close to Mihaela Neagu in recent months, according to information obtained by NewsCenter.ro.
“Eugen Tomac obtained PSD’s agreement to appoint technocrats to certain ministries if he is nominated. It was a proposal supported by several important PSD leaders. Florin Barbu was one of them. I understand there were discussions both at Cotroceni and at the top levels of the party leadership to make Tomac the option chosen by Nicușor Dan. I cannot say whether this involvement mattered or not. What I can confirm is that discussions took place and that political strategies were developed, which is perfectly normal in politics,” a PSD leader told us.
Florin Barbu has also been portrayed favorably by AgroTV, a television channel owned by Mihaela Neagu and her family. Although Mihaela Neagu told us that reports linking her to Tomac’s nomination were untrue and “nonsense,” she suggested that we contact Florin Barbu instead.
Barbu responded:
“The information you mention is categorically false. Decisions within PSD are made transparently, following votes cast in the party’s statutory leadership bodies, just as we did when we decided to withdraw political support from Ilie Bolojan. PSD will once again make a decision after consulting its members regarding support for the future government, once President Nicușor Dan makes a nomination and the designated Prime Minister presents his cabinet and governing program. As for the rest, the claims you refer to are not real and bear no resemblance whatsoever to the reality or decision-making mechanisms within PSD.”
NewsCenter.ro attempted to obtain a point of view from both the Presidential Administration and Eugen Tomac, but received no response.
Mihaela Neagu also told us she had no involvement in Tomac’s nomination.
“I have not even expressed an opinion, even in private conversations, about who should become Prime Minister. If there are people in PSD who used my name claiming I support him, I assure you that was not the case. I am not involved in these discussions,” she said.
The Common Link Between Tomac and Mihaela Neagu: The Moise Family
Mihaela Neagu controls a group of dozens of companies revolving around Best Achiziții, a business specialized in obtaining public contracts and providing consultancy services for participation in public tenders. According to media reports, she is considered one of the most influential brokers of public procurement contracts in Romania, securing contracts either for her own companies or for business partners she advises.
The connections between Mihaela Neagu and the potential future Prime Minister become apparent through the Moise family of Târgoviște, a family with which both Neagu and Tomac have maintained financial or political ties.
Eugen Tomac’s Links to the Moise Family: One Million Lei on the Road to Brussels
According to individuals close to the PMP leader, Eugen Tomac and Mihaela Neagu have known each other for more than a decade. While Tomac declined to answer NewsCenter.ro’s questions on this subject and Mihaela Neagu dismissed them as “nonsense,” it is clear that both have maintained connections with Vasile and Elena Moise and their children for more than ten years.
The relationship also includes financial links.
Another connection between Eugen Tomac’s family and the business environment surrounding Mihaela Neagu appears through Confluențe Est SRL. According to records from the Romanian Trade Registry, the sole shareholder and administrator of the company is Maria Postică, Eugen Tomac’s mother-in-law, as previously reported by G4Media.
In 2018, the company received two contracts worth nearly 40,000 lei from Libro Events SRL, a company controlled by Mihaela Neagu and her family. Information about these contracts was first disclosed by the television station Realitatea Plus.
During the 2019 electoral campaign, Eugen Tomac loaned one million lei to PMP. In documents submitted to the Permanent Electoral Authority, Tomac stated that the loans came from Vasile Moise.
Following the elections, Tomac became a Member of the European Parliament, while Sebastian Moise, Vasile Moise’s son, obtained the parliamentary seat vacated by Tomac.
Moise had originally been placed fifth on PMP’s list of candidates for the parliamentary elections. At the time, Tomac told G4Media that the promotion “had nothing to do with the loan” and that it was simply the result of an internal party decision. He explained that one candidate had left the party while another remained in public administration, creating the vacancy that eventually allowed Sebastian Moise to become a member of Parliament.
Mihaela Neagu’s PSD Connections and the Moise Family
Mihaela Neagu and Elena Moise were business partners in a cleaning services contract awarded by Henri Coandă International Airport (Otopeni) in 2018.
The contract, worth 4.1 million lei excluding VAT, was awarded without a public tender under an “extreme urgency” procedure.
The contract was granted to an association formed by:
- Libro Events SRL (Mihaela Neagu’s company)
- ISM Sophie Construct SRL (a company linked to Elena Moise)
Elena Moise contributed 650,000 lei to PSD in 2024, according to documents submitted by the party to the Permanent Electoral Authority.
PSD is widely regarded as the political party closest to Mihaela Neagu. She publicly participated in a televised debate during Marcel Ciolacu’s presidential campaign, where she appeared alongside Paul Stănescu, then the party’s Secretary General.
After Stănescu was replaced by Claudiu Manda, Mihaela Neagu reportedly developed a close political relationship with Florin Barbu, the Minister of Agriculture.
Neagu also acquired a 50% stake in AgroTV. Following the ownership change, critical coverage of Florin Barbu largely disappeared and was replaced by highly favorable reporting.

Donations and Loans to PSD
The manager of one of Mihaela Neagu’s companies also financially supported PSD.
Vali Porojan, director of the Premium Luduș Sugar Factory, owned by Mihaela Neagu, loaned 650,000 lei to PSD.
Another contribution connected to this network came in 2024 through a 1.6 million lei donation made by Transilvania Juu Taku Group SRL, a company owned since this year by Mario-Augustin Neagu, Mihaela Neagu’s son.
Mario-Augustin Neagu acquired the company’s shares from Vali Porojan.
The Connection Through Elena Dicu, Daughter of the Moise Family
Another link between Mihaela Neagu and the Moise family is Laura Ionela Dicu, the daughter of Elena Moise.
Dicu is a lawyer specializing in public procurement. Based on Mihaela Neagu’s social media activity on Facebook and LinkedIn, the two women appear to know each other personally.
When asked directly whether she currently collaborates or has collaborated professionally with the Best Achiziții group, Laura Dicu did not respond.
Mihaela Neagu, however, acknowledged a possible professional relationship:
“I believe that four or five years ago she worked on a case for us, although I do not remember exactly. I called the company, but the accountant had already left,” Neagu told us after assuring us that she would provide complete details the following day.
Elena Dicu, through her involvement in Redpoint Management Solutions, also became a significant PSD financier.
According to publicly available records, Redpoint Management Solutions loaned 1.65 million lei to PSD in 2024.
At the end of last year, Elena Dicu withdrew from the ownership structure of Elite Urban Environment, the company that held shares in Redpoint Management Solutions.
Her brother, Sebastian Moise, remained a shareholder with a 45% stake. As of May, he was no longer serving as administrator of Redpoint Management, according to information published in Romania’s Official Gazette.
In 2020, Rise Project documented a series of real-estate transactions involving Ionela Laura Dicu. According to the investigation, Dicu purchased four plots of land located in Floreasca Park in Bucharest for approximately 873,800 euros and subsequently sold them. She also served as a member of the Board of Directors of the Municipal Parks and Gardens Company. Rise Project further reported that one of her companies eventually became connected to businessman and politician Codrin Ștefănescu.
The Links Reach Cotroceni
The financial connections among Mihaela Neagu, Eugen Tomac and the Moise family extend all the way to Romania’s Presidential Administration.
Last year, the newspaper Adevărul published information suggesting that Laura Dicu donated approximately 100,000 euros to Nicușor Dan’s 2025 presidential campaign, which was ultimately successful.
However, Adevărul did not publish documentary evidence supporting the claim.
NewsCenter.ro attempted to obtain clarification directly from Laura Dicu regarding whether she had made donations to Nicușor Dan during the 2025 campaign. She did not respond.
The Presidential Administration was also contacted but did not provide an answer.
In the list of donors published by Nicușor Dan during the campaign, numerous names were withheld because, according to the campaign, the donors “did not consent” to the publication of their identities.
